What makes up a municipality and what is its function?

This is the question we explore in this edition of Democracy in Action as Radio 786 dissects the issues a local government has, and its core function towards its clients – the public.

Nationally, there are 278 municipalities with the mandate to provide basic services. However, over the last few years, South Africa has seen an increase in service delivery protests. Are municipalities slacking in their duties?
