‘Free State housing scheme a dismal failure’

Further recommendations have emerged from the fourth installment of the State Capture Commission report.

The findings declared the Free State housing scheme under former Premier Ace Magashule, a dismal failure that cost R 1 billion.

The commission recommended that Mosebenzi Zwane be investigated for fraud for his tenure as housing MEC in the province.

During the 2010-2011 financial year, the Free State government allocated R1.3 billion to building houses to alleviate the then housing backlog of 200 000.

But the provincial human settlements department had failed to spend this budget.

When national threatened to transfer the funds to better performing provinces, the Free State Human Settlements department quickly found 100 contractors to do the work.

But they were paid well before any work was done. This decision came at a cost of over R 500 million, with no houses to show for it.
