As of this July, the City of Cape Town will discontinue existing Water Management Devices (WMD), and replace them with conventional meters equipped with the latest metering technology to influence the water management in so-called indigent households. Water meters are notorious in Cape Town as they’ve been used as a means to stop the public’s water consumption. They’ve mostly been installed at homes that are already struggling. So how have these water meters further entrenched the legacy of Apartheid?
