The country’s dysfunctional municipalities are a drag on investment, a strain on the fiscus, and pose a critical sovereign risk. This, as well-performing municipalities encourage and drive employment.

However, municipalities with a sound record of service delivery are few and far between. This brings up the question: what are the Constitutional obligations of municipalities – what are they supposed to do?
