Police under-resourcing had contributed to the violence that rocked KwaZulu-Natal and Gauteng last July.

Testifying at the Human Rights Commission’s Inquiry into the unrest, Police Minister Bheki Cele has conceded that he did not provide enough oversight on these matters.

“These monies Treasurers takes them. But some takes them and it never comes back. It shouldn’t be the work of the Minister to ask Treasures what they did with the monies allocated to them. I was shocked that money allocated to the police service had been abused, or not spent,” Cele.

The Minister says that there are cases where detectives are dealing with a work-load of 300 investigations.
