Cape Town’s battle for spatial justice has been a protracted one. In recent years the issue has gained traction as government struggles to not only deliver houses to the previously disadvantaged but keeps them on the periphery of the inner city and its economic hubs. Now the Western Cape government has unveiled a Draft Inclusionary Housing Policy Framework and the City has released eight Draft District Spatial Development Frameworks. The provincial government says its proposed plan will create more opportunities for people to live in better locations. However, it seems that it will require the buy in of the private sector.
