The City of Cape Town has proposed even stricter contingencies against people who are experiencing homelessness. The amended proposed by-laws come as a shocking response to eleven people who experienced homelessness that challenged the High Court and Equality Court. The amendments could see the removal of all homeless people from public places and enforce arrest which criminalizes a homeless person for not having shelter.
